The location of this position is in Canada.
Duties and responsibilities of the position:
• Delivers project elements from initial conception through design, construction, commissioning and transfer to operations and maintenance within scope, on budget and on schedule, in accordance with good project management and construction practices, in compliance with standards and applicable municipal, provincial, andfederal codes.
• Leads several construction and commissioning activities for the project’s civil, structural, track, facilities and utility related infrastructure as required.
• Manages internal consultant performance to ensure compliance with contractual requirements and in alignment with the project needs.
• Leads the development and implementation of appropriate processes, procedures, and measures to ensure that all safety, regulatory and legal requirements related to the areas of responsibility are fulfilled.
• Communicates regularly with various internal and external stakeholders, partners, government representatives, contractors, and vendors to advise, communicate, educate, negotiate and/or persuade on issues within scope of responsibility.
• Conducts and manages operational planning in alignment with organizational strategic plans. Implements policies and procedures, teamwork flows, structures and SOPs which create greater efficiency and operational excellence.
• Ensures full compliance with all external regulatory agencies and partners; required permits and approval; heightens awareness of the priority places on safety.
• Administers and manages relevant agreements, budgets, and contracts; reviews and approves expenditures and service standards.
• Manages and directs staff and consultants engaged in project teams; delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments to achievement of performance objectives; develops and implements action plans to address performance gaps.
• Manages activities within budget allocations and schedules, including timely reporting of financial and performance results and any significant cost, security, safety, human resources, or project management issues.
We are looking for a profile with the following requirements and competences:
• Completion of a degree in Engineering, or a related discipline
• Minimum of ten (10) years of progressive experience in project management and implementation, including at least five years of responsible managerial positions for design and construction of large, complex, multi-year transit projects, preferably for light rail transit covering road works, utility relocation, construction of trackwork and stops, and related works.
• Possession of a P.Eng. designation would be an asset. Achievement of a project management certification, such as Project Management Professional (PMP), would be an asset.
• Experience in coordination with municipal officials in traffic management, track and road construction, utility relocation and commissioning of civil infrastructure is desirable.
• Good knowledge of environmental compliance requirements, and permit, licenses, and approvals (PLA) processes will be an asset.
• Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and railway infrastructure construction and construction practices.
• Thorough understanding of project management principles and practices, including budget and schedule controls, to lead and direct cross functional teams and consultants and monitor project activities for adherence to timelines, budgets, and project performance objectives.
• Analytical and problem-solving skills to monitor contractor performance and contract compliance with legal and regulatory requirements and contact terms and conditions and to proactively develop contingency.
• Excellent analytical ability, oral/written communication skills and negotiation skills are required.
