The Health & Safety Manager will be responsible for championing health and safety on the project, providing a high standard of advice, guidance and support to the design and construction teams to ensure that the project complies with its legal health and safety duties.The role holder will liaise with the relevant project stakeholders and ensure that high standards of health and safety are embedded and maintained in work processes and activities across the project.The Health and Safety Manager will report directly to the Project Director and to the Health & Safety Manager (UK & Ireland).

Key Responsibilities include:
- Provide professional support to the Project Director and the project board of directors with the development, communication and implementation of project health, safety and wellbeing strategies and objectives and formulating the plans and resources required to achieve them.
- Inform and consult with project team members on the implementation of both the company’s and project-specific health and safety policies and procedures to ensure that design and construction activities are managed safely and with least impact on the airport’s functions and stakeholders.
- Provide professional support with the development of safe systems of work, ensuring that effective risk reduction is considered during the development of temporary and permanent works designs and construction activities.
- Provide professional support to comply with the Project Supervisor for the Design Process and Project Supervisor for the Construction Stage duties and responsibilities. Provide input into the development of the project’s preliminary Safety and Health Plan and develop the Safety and Health Plan for the construction stage.
- Promote high levels of health, safety and wellbeing engagement across the project and promote learning by implementing effective health and safety training and competency standards. Implement effective workforce consultation forums and systems and provide timely feedback on issues raised
- Support the design and construction teams with research into innovative and industry leading technologies and best practice that eliminate or reduce risk.
- Provide effective leadership to the project’s Health & Safety Team and promote personal and professional development of team members.
- Prepare health and safety reports on project health and safety performance and provide accurate data for inclusion in company health and safety reports.
- Develop compliance inspection and auditing systems and programmes and use them to provide accurate and real-time reports on project performance. Cooperate with internal and external auditors.
- Assist with the development of emergency plans and strategies and ensure that there are sufficient numbers of competent appointed persons to manage emergency situations.
- Lead by example, demonstrating that health and safety is a primary personal value and be uncompromising with the expectations of the standards of others.
- Ensure that all accidents and incidents are reported and investigated appropriately and that lessons learned are considered to prevent similar incidents being repeated, leading investigations where serious harm has or may have occurred.
- Develop processes for assessing the competence of the project’s supply chain – designers, suppliers and contractors - making sure that contractors are aware of the health, safety and wellbeing standards and conditions expected of them.
- Maintain a project health and safety training matrix, identify training needs and develop ‘inhouse’ and externally provided training courses to meet the requirements of the project.
- Maintain relationships with health and safety regulators, airport stakeholders and other recognised organisations with respect to health and safety matters that may affect the airport and its employees, members of the public and the project’s employees.
- Manage health and safety budgets and expenses when required.
Essential criteria:
- Legal right to work in the Republic of Ireland
- Willingness to complete a 5-year background screening as part of the hiring process
- NEBOSH Diploma (or equivalent qualification) in Occupational Health & Safety, or
- Membership of IoSH (Institution of Occupational Safety and Health)
- Minimum of 10 years of construction health and safety management experience, and
- Minimum of 3 years of experience of working in an airside environment.
Desirable criteria:
- Experience of dealing with internal and external stakeholders.
- Demonstrable problem-solving skills.
- Ability to work under pressure, to manage conflicting demands and to prioritise personal workload to ensure timely delivery of a project requirements.
- An understanding of the commercial and procurement processes of a construction project and how actions and decisions can affect profitability.
- Familiar with the requirements of the ISO 45001 standard
- Good verbal and written communication skills.
- Willingness to learn, to be creative and to work on own initiative.
- Dependable and possess a positive attitude to work.
- Leadership skills and ability to be part of a team and to work independently if required.
- Committed to diversity and inclusion in the workplace.
- Ability to use IT hardware and software, in particular the Microsoft suite of programmes.
- Full EU or Republic of Ireland driving licence.
- Valid SOLAS Safepass card (or equivalent).
- Extensive experience of the following:
- Risk assessment and management
- Method Statement review
- Site inspections and Health & Safety investigations
- Company preparation for audits
- Knowledge of the ISO 9001 and ISO 14001
